Under the supervision of the Finance Officer, the National Finance Officer will be responsible
for the following duties:

· Advise and support the Finance Officer on financial and administrative matters;
· Ensure compliance with WFP financial policies, procedures, rules and regulations;
· Ensure transparent and efficient utilization of WFP’s financial resources;
· Provide regular and ad-hoc financial information to Country Director or Finance

· Participate in preparing the budget implementation, monitoring and act as

· Propose, develop and implement financial policies and procedures;
· Set up proper accounting procedures and systems, internal controls to ensure that proper

· Ensure that bank reconciliations for WFP accounts are regularly performed and regularly

· Ensure proper maintenance of vendor accounts and timely clearance of outstanding

· Respond to audit queries and follow up on audit recommendations;
· Ensure efficient local banking arrangements and compliance with local financial and banking

· Ensure integrity and consistency of data in WFP financial and accounting systems;
· Contribute to preparedness actions such as early warning,risk anlysis and contingency planning

II. Qualifications:
Education: Advanced University Degree (Masters or equivalent in finance, business administration,
accounting, or related field) or university degree with experience and advanced training/courses in one or more of
the following disciplines: accounting, public administration, business administration or other related areas; or membership
in a recognised professional accountancy body.

Experience: At least 3 years postgraduate, progressively responsible, job related experience in finance.
Knowledge: Training and /or experience utilising computers, including word processing, spreadsheets,
and other standard WFP software packages and systems. General knowledge of UN system policies,
rules, regulations and procedures governing human resources administration.

Language: Fluency in both oral and written communication in French or English. Fluency in Portuguese
is desirable too.

Other Desirable Skills: Hands on experience in UN or NGO financial environments; knowledge of
