Terms of Reference

Position:                             Project Coordinator (Counter Trafficking)
Duty station:                     Bissau (Guinea Bissau)
Grade:                                 NOA
Duration:                          7 months

General functions:         Under the overall supervision of the Regional Director, Regional Office for West and central Africa, and under the direct supervision of the Regional Counter Trafficking, Assisted Voluntary Return and Reintegration Specialist, the Counter Trafficking Project Coordinator will be responsible for the following duties:

Specific duties include:
1.          Liaise with government officials and civil society to strengthen cooperation to fight  child trafficking;
3.          Be responsible for the coordination of project activities as per plan of action and requested extension until March 2012;
4.      Coordinate the preparation/adaptation of the IOM Handbook on Direct Assistance to Victims of Trafficking to the local context of Guinea Bissau and organise a validation event of the adapted manual;
5.            Coordinate the refurbishment of the designated shelters as per plan of action;
6.            Monitor and coordinate the awareness raising component of the project in partnership with local NGOs;
7.         Provide regular updates on the implementation of the project and be responsible for the elaboration of interim and final project narrative reports to be submitted to the Donor (US Department of State/GTIP Office);
8.            Collect and report critical information related to counter trafficking activities/stakeholders or existing plans in Guinea Bissau;
9.            Coordinate with local stakeholders the pre-departure and post-arrival assistance and transport of returning children, linking up with IOM’s Operations Unit;
10.          Coordinate the return formalities with relevant government counterparts or NGOs, and identify post-return reintegration services with stakeholders in the community/region or country of origin of migrants assisted by IOM;
11.          Maintain database on cases, monitor case procedures and systems nationally;
12.          Collect information and update a legislation/policy database on trafficking of children in the country and analyze it with a view to improving current activities and developing new projects;
13.          Organize the logistical details of conferences and training workshops on counter trafficking;
14.          Ensure the financial and administrative follow-up of the project, in coordination with the Administration and Finance Unit in Dakar;
15.          Perform other tasks as required.

Qualifications :
             University degree, preferably in Social Sciences;
             Familiarity with international legal instruments on human trafficking and child protection;
             Experience in liaising with national authorities and UN agencies;
             Experience in social work an asset, especially directly with children;
             Three years of work experience in project management or international cooperation;
             Computer skills (word, excel, power point, access);
             Thorough knowledge of Portuguese and English a requirement. French knowledge an asset;
             Good communication and drafting skills;
             Willingness to travel, sometimes on short notice;
             Self directed ability and capacity to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
